Kan’s resignation comes after the also resigned from the office of president of Democratic Party of Japan, announcing that on Monday elections will be held to replace him as head of the party.
The new DPJ president will subsequently be installed as the new prime minister of Japan on Tuesday. Immediately after the election of the new DPJ president, Kan will step down from office. He said in an address that though there have been critical times, he was grateful to all for their support.
Before announcing the decision to resign, the prime minister asked that two bills be passed in the parliament: one that allows issuing deficit-covering bounds to finance a large part of the 2011 budget, and another one to promote use of renewable energy as a first stop toward shifting from using the nuclear energy. Both bills were passed on Friday.
Naoto Kan became Prime Minister of Japan in June 2010, after Yukio Hatoyama resigned because he failed to see to it that the American base at Okinawa is relocated.
His popularity began to drop as he was willingness to raise the consumption tax from 5 to 10 percent during Upper House elections in July 2010. As a consequence, DPJ lost majority in the poll for that chamber.
Even though political scandals have corroded his popularity, his administration was committed to daring projects like Trans-Pacific Partnership regional free trade agreement, and following the Fukushima disaster in March 2011, to eliminate nuclear power from Japan.
As he is preparing to leave the office, Naoto Kan’s assessment of his mandate is: “I did what I could in this harsh environment.”
The candidates to take his place are: Seiji Maehara, former minister of foreign affairs; Yoshikiko Noda, one of the most conservative finance ministers of the country; Banri Kaieda, minister of economy; Michikiko Kano, minister of agriculture.
The tragedy in March 2011 represented the most important self defense mobilization in the post-war history of Japan, and was a moment when the entire world showed support for the country whose citizens had a perfect behavior considering the dire circumstances they were going through.
