Libya has a new Prime Minister as Abdurrahim El-Keib, an academic who spent the last ten years in the United States, was elected by the National Transitional Council, with 26 out of 51 votes, during a governmental meeting in Tripoli. El-Keib’s election follows the resignation, on October 23, of former acting prime minister Mahmoud Jibril, who made good on is promise to step down as soon as the liberation of his country could have been proclaimed.
El-Keib is the prime minister who is expected to guide the country toward the elections which are scheduled to happen within eight months. His plan includes the reconstruction of the cities destroyed by Qaddafi, the reinstatement of order and stability in the country, and the rehabilitating the rebels and collecting the weapons from them.
Libya is expected to appoint a panel to write a constitution within eight months and then to have a referendum on it followed by presidential and general elections. El-Keib said that a government would be appointed in two weeks after the votes were counted.
The prime minister came to Libya in February when the rebellion began and has been a member of the NTC since then, representing the council in the capital of the country, where he was born.

His mandate begins amid the fears that the situation in the country could erupt and get out of control as a result of the tribal revenge actions that have been happening since Qaddafi was killed.
On October 31, the NATO ended its mission, in spite of the demand made by the NTC to keep its presence in the country for at least one more month. The mission was concluded at the request of the United Nations.
Before they went away, the NATO representatives warned the new leaders of Libya to make sure that the surface-to-air shoulder-propelled missiles did not get into the hands of terrorism.
Some 20,000 such weapons were found in Libya, the largest amount in a country which does not produce them. This compelled Russia to draft a resolution by the UN by which Libya is required to make sure they stay in Libya and do not invade the black market.
A very disturbing news was reported on Monday as the flag of al-Qaeda was said to have been planted next to the one of new Libya on the iconic court house building in Benghazi, where the entire rebellion against Qaddafi ignited.
