He added he suspected that the reports were generated by the dispatch of an oil tanker sent by Russia to refuel the Russian Navy boats in the Gulf of Aden, which are protecting the sea routes in that area against the pirates.
Several Russian and Western news outlets were saying that the oil tanker Russia had in the Syrian port of Tartus had a “anti-terror squad” on board. Lavrov said the vessel only had a “protection unit” on board, like any other civilian vessel that protects against pirates attacks.

Lavrov said that Russia was ready to endorse the plan put forward by former U.N. secretary general Kofi Annan, who is a special envoy of the UN-Arab League to Syria, and who proposed a ceasefire of both the government and the rebels and the start of negotiations in order for peace to be restored.
He added that the Syrian government should agree to a two-hour ceasefire every day, which would allow the Red Cross and the Red Crescent to offer the people in need the medical care they require.
In a conference in Jakarta, Ban Ki-moon said the United Nations would back the efforts of Kofi Annan directed toward the solution of the conflict in Syria. Ban said that he did not know how the events would unfold but that the U.N. had a responsibility to work for a solution of the dangerous crisis in Syria.
The Voice of America reports that the United Nations Security Council is considering the “silence procedure” to adopt this resolution. That means that if no member of the council raises any objection until the deadline of 9 a.m. New York time the draft will be adopted without any vote.
The Security Council draft, which is called, according to the Voice of America, a presidential statement, expresses the full support for Annan’s mission to end violence, allow humanitarian relief actions and secure a transition of power in Syria’s terms.
Annan went back to Damascus to obtain a ceasefire from the Syrian regime. He had discussed a peace plan with Assad earlier this month, but little was achieved since then.
